hasQualificationComplaints
==========================

Поле `hasQualificationComplaints` - логічне поле, яке визначає наявність або відсутність оскарження закупівлі (звернення до АМКУ у вигляді скарги) після попереднього кваліфікаційного відбору учасників.

Можливі значення для поля `hasQualificationComplaints` залежать від поля `procurementMethodType`:
