hasCancellationComplaints

Поле `hasCancellationComplaints` є булевим полем, яке визначає наявність або відсутність у закупівлі оскарження (звернення до АМКУ за допомогою скарги) після скасування процедури.

Можливі значення для поля `hasCancellationComplaints` залежать від поля `procurementMethodType`.
