hasQualificationComplaints
==========================

Field `hasQualificationComplaints` is a boolean field that determines the presence or absence of an appeal in the procurement (appeal to the AMCU by means of a complaint) after preliminary prequalification of participants.

Possible values for `hasQualificationComplaints` field depends on `procurementMethodType` field:
