hasEnquiries
============

Field `hasEnquiries` is a boolean field that indicates whether the tender has a separate enquiries period (active.enquiries) that lasts before tendering period (active.tendering).

Possible values for `hasEnquiries` field depends on `procurementMethodType` field:
